  16. Query from Emergency Management Agency Official: Why do Amateur
  17. Radio operators sign up with a multitude of places to serve and
  18. then are not available to any particular unit when really needed?
  19.  
  20. Reply: Here are some ideas, perceptions and practices that result
  21. in that situation:
  22.  
  23. Item 1. Those who want total control over their activity. They
  24. "pick and chose" where and when to serve - IF at all. This can
  25. also be an excuse for other concepts including a fear of
  26. commitment itself.
  27.   This is often heard from those who say that their "unit is
  28. never called on in an emergency" [meaning to operate their radios
  29. and make them feel good about what they want to do but can't]
  30. because:
  31.   a: they aren't committed enough to any one program to make it a
  32. viable one. Or
  33.   b: they don't grasp the major changes in the government's
  34. communications needs of the 90's. Or
  35.   c: the unit isn't an active part of its government and isn't
  36. utilized due to such reasons as the above; or as a result of the
  37. agencies perception of the people or the programs usefulness.

  39. Item 2. Multiple card-carriers who want to feel like they are
  40. "really doing something" when in fact they may be doing little
  41. or nothing in a cohesive and directed manner.
  42.    This can be an extension of the need to control described in
  43. item 1.
  44.    There will be those of this group who will contend that they
  45. are "never called out and so they belong to several of the groups
  46. so they will be able to actually do something" as they express
  47. it.  [review item one and also see next bulletin.]    This can
  48. also be a person on a real ego trip. In either case it may be
  49. best to let them fade away without depending on them until they
  50. ask "why?". Generally, those with such attitudes can't be helped
  51. until they are ready to look beyond their own perceptions.

  53.    There are, of course, other aspects of the above, so please
  54. keep in mind that one of the major purposes of these bulletins is
  55. to aid on-going dialog between the agency Radio Officer and the
  56. paid staff. It isn't a matter of whether this presentation of
  57. this is "correct" or not (as there are other possibilities), but
  58. that it stimulates interchange of ideas and relationships on the
  59. topic. It will help to study the next bulletin before forming an
  60. opinion! The entire topic is complex and covered in related
  61. bulletins on "reasons" that people give as a justification of
  62. their actions. (continues next week)
